In any culture, this issue of wanting to find an enemy is going to be alive and well because every human has had this extended infancy. We all know how to bring other people under our control emotionally. And that's a design feature. That's not a bug. Happens everywhere. It just gets language differently. In the West, there tends to be the sense of individual responsibility. Lying will actually tear up the social fabric.
