Premier League Investigation

The Premier League have been investigating Manchester City since 2009. The club's commercial income rose from 40 million to 126million in two years. If I was the Premier League, I would have said in 2012 we need to investigate. So why has the Premier League done nothing? We don't know and it's a question they will not want to be asked.
