The mandate is in section 27 13. It requires health plants to cover preventive services that are approved by various bodies, including the united states preventive services task force. The plaintiffs argued that the task force and other bodies charged with approving preventive services a that they violate the appointment clause of the constitution. Judge reed o'connor agreed.
