Is There a Drug vs Cosmetic?

Cosmetics aren't meant to be able to impact your skin, including impacting the dermis. So if a company puts out a product and claims that it does, like it increases collagen, therefore it reduces wrinkles, then that is actually an illegal claim unless it's a drug like prescription retraction. Companies are both, it's a very weird situation where cosmetic companies both want to say more about their product than it can do.
