positive obligations on public authorities in states under the european convention of human rights. Bill seeks to tamp down on courts abilities to come up with new and ive obligations. Can you give me an example of, or examples of such obligations that have come up in the past? The right to life has been read into the convention by the court as a 'positive obligation' Police are often sued for failing to protect somebody who says they might be at risk. All this is unpredictable and makes running these public services quite difficult.
