The Effects of Infrared Radiation on Heat
At these frequencies, electromagnetic radiation has fairly low energy. It doesn't have any ability to ionize matter or anything like that. Infrared waves extend from around 1 millimeter down to the edge of the visible spectrum - about 700 nanometers. This means it is absorbed by a wide range of different substances because you're not just acting on bulk matter but individual molecules and chemical bonds.
