Is the New Car Pursuit Policy Effective?

Chicagoland has been dealing with elevated violent crime rates for the better part of the last decade. The new policy says you simply cannot get in trouble ever, for calling off a pursuit. That's exactly what the policy was designed to do and i think it's a bad policy. It's not rooted in public policy, it's a lot of opinion is rooted in ideology', that's dangerous.
