How to Focus on Characters in Return of the Lazy Dungeon Master
Think about what the background of those characters are like. What kind of things are they trying to accomplish. You can write all that stuff down and you can use that to flesh out your whole game. The idea is when you're sitting down and you say, okay, the characters are about to enter a city. Maybe it's like water deep. We could go with a really big city like Charne or maybe a smart and medium sized city like Zobek from Midgard.
