I don't feel like somebody should be flogged for eating with their mouth open, but they should get the stern look. I think we can explain the internal point of view without an appeal to morality. There's no purely legalistic sense of obligation. And that's because what we're effectively doing is turning the rule following itself into a moral question. It's follow the law when there was a good reason for it.
