Scientists did not really understand that continents and plate tectonics were like just shifting about until the 1950s. A group of scientists funded by Congress in the US are attempting to drill down into the mantle. They knew they had to do this in the ocean because if you drill on land, there's a lot more earth to drill through. And so that's where deep oil drilling comes from. This is one of the only times, I think, that an American funded scientific project was under budget.
