The Problems of French Tax Collection

There was no such thing as a census in France until the 17th century, so it wasn't even a good idea of how many people or villages there were. Kings usually solved this problem by leaving the tax collection up to the local lords who presumably knew the idiosyncrasies of their own domains. Local dialects could be as different from one another as EG Spanish is from Portuguese, so villagers might not even be able to understand the tax collectors. Each link in the chain had an incentive to collect as much as they could give and give up as little as they could get away with.
