The Impact of Sanctions on Russia's Behavior
McFall: I'm not optimistic that we can change Putin's behavior. We should try, but I want to reduce his capacity to fight the war in Ukraine. So on the top of that list is tighter controls of technology imports into Russia. Second, reduce the revenue that they get from exporting oil and gas. Right now there's a price cap that's $60 for oil. We would like to make it 30. And fourth, declare Russia a state sponsor of terrorism.
