In popular imagination, genocide is the crime of all crimes. Raphael Lemkin wanted a very capacious definition and it was not restricted to killing. He had in mind actions which destroyed the group by killing large numbers of the group. So for example, he thought that the destruction of libraries, the destruction of buildings were genocidal.
