Sibbers is designed to detect a missile launch in what's called boost phase. Once the missile a weapon system, whether its hyperoshoni glid vehicle or manoeuvring warhead or whatever it is, separates from that and it burns out, the body becomes known as a cold body. In other words, there is no heat generated during flight. The systems that the adversary are building now are designed to fly lower and cooler than standard icy bems or short range balistic missiles.
