Is Bitcoin a Decentralized Project?

Was Bitcoin a decentralized project in early, you know, 2009? I think that's one of the great questions, right? And by what definition was it, right? My argument is that the biggest impediment to decentralization in Bitcoin is really Satoshi himself. In order for Bitcoin to be a non-government currency, it had to avoid forming a new government. The oldest form of government is monarchy and essentially, under Satoshi, Bitcoin, I think is a monarchy.
