What's Going on in the First Corinthians 14?

In first Corinthians 14, Paul tells the church not to break off into different groups. He says they need to listen to one person speaking at a time and everybody else needs to be quiet. And so he's everything he's saying leading up to the section that we read about the women is this sort of this idea of decorum. How do you have peace? God is not a God of confusion, but a God of peace.
