An extension to the M4 Motorway around Newport was abandoned at least in parts. Now a moratorium has been placed on all new Welsh road building. Sophie Howe argues that we should top slice the money given to the NHS, plunder some of its budget and devote these resources to prevent health problems emerging. That might be entirely rational but it would still require political courage.
