Sen. Cassidy: 'We take $1.5 trillion invested over five years and invest it in the stock market' He says money would be held in escrow for 70 to 75 years, with a good rate of return. The plan is different from George W Bush's ill-fated attempt to reform Social Security at the beginning of his second term. Senators say they have strong ideas on how to fix the problem but need help from President Barack Obama.
