Reconstruction

The european union is planning to establish a fund to finance reconstruction. The estimates for reconstructing syria are around 400 billion dollars. Ann doesn't reconstruction imply the idea restoration of some sense of normality, that you're putting back to bgether again? And i think to that extent, everyone agrees that reconstruction can only really begin when we get to some sort of durable peace and that seems a distant prospect.
