The Independent Complaints and Grievances Scheme

I used to describe them as a bit of a social service in the Palace of Westminster. In those days I knew a good number of MPs who'd got into real difficulty for whatever reason their marriages had failed, their finances had failed or they were drinking too much. The whips would expect something in return, loyalty and it worked I think as a system. It worked much more effectively. So what we've been trying to do over the last eight months is to create an entirely independent system that will change the culture of parliament.
