The Transition Between Duvalier and RST

I think a lot of the discussion around Haiti is colored by people who want to take away agency from Haiti. And so a lot of people want to put blame on Haiti's problems on external forces. Essentially, you're making the same type of racist arguments of Haiti can't make bad decisions themselves. We don't want to blame them. It's just that they did a terrible job setting up their institutions and there's lots of issues there.
