The higher education act of 19 65 grants much broader authority to enact much more comprehensive relief. We live in an oligarchy where leaders from both parties are undependable advocates for working class, or even middle class interests. The courts, staffed by unelected and unaccountable elites, side more often than not with corporate interests - cultural issues aside.
