Is Social Ostracization a Key Component of Bullying?

i think bullying could be abolished through cultural analysis. I feel like sadism and like taking pleasure in seeing other people suffer is a major part of bullying, kind of like a key component. And i can have more sympathy for that impulse when the reason isn't different from what the dominant society says but they're cruel or good reasons to want to see someone suffer.
