The Bootlegger Baptist Problem

The people who least want drugs to be legalized are law enforcement politicians and the people who actually run illegal drug organizations cartels. The bootleggers made money hand over fist, you know, your al Capones of the world, they made money because it was illegal. That's how this all exists. Crime only exists to the extent that the law permits it and that corruption cooperates with it.
