The Framework Isn't Having Thunderbolt Certification Yet
The framework is connecting to the dock at 20 gigabits per second, which is not enough band with for both h g m i ports running at four k 60. Framework doesn't have thunderbolt certification yet, and i'm guessing that they never will for the eleventh gen mother boards. So you had a big back and forth with many, many messages, and they eventually just shrugged and said, yeah.
