The New Discount Rate for Regulations

The new A4 tries to introduce sort of distributional impact analysis. The old version looked at aggregate costs and aggregate benefits without distinguishing among who, what is the nature of the recipients of those costs and those benefits. So for instance, one regulation would prevent a disaster in a poor neighborhood, one Regulation would prevent a disasters in a rich neighborhood. And I think it's intuitive to people that there's something wrong with that, right?
