How Can a Provincial Government Take Advantage of a Commodity Swing?
The provincial government is taking advantage of a really nice surprising boom time to ensure that you don't see quite the same lows going forward. So when you're dealing with commodity swings like this, I think it's really important not to put it into program spending because that's going to generate future deficits for you. The other thing that I would have really liked to see this government do with the windfall revenues,. $450 million goes a long way towards establishing a well fund or a sovereign well fund not different from Norway's. And that can generate revenue when commodities are on the downside of the cycle.
