What's Common Knowledge?

Designers often fall back into consistency because that feels all right. UX design has adopted the hamburger menu as if it's kind of everyone understands it, and we're just going to roll it out there. The knowledge of these user groups is very divergent. That creates a tension between what do you design for? Most customers or most users? Where's the knowledge?
