The GOP's Medicaid Spending Cap

The Republican bill would phase out the Medicaid expansion that Obamacare instituted. It would also institute a spending cap on the program, which covers about 70 million people. The Congressional Budget Office has said that would lead to $800 billion in Medicaid spending cuts over the next decade.
