The Importance of Being Worthy

Milton was a person who'd spent a lot of his life trying to tear the hierarchy. He called for the head of the king now is the king the worthiest person maybe not, Cromwell doesn't seem to have been the worthliest person either so right so it's just strange that Milton writes this um this long intense book that in a lot of ways reifies hierarchy. It's sort of like what is his what is his thinking here?
