Why Isn't Black Colleges a Priority?

There are growing talks about restorative justice and student led safety pods around campuses. There is this familial environment that can just as easily protect a rapist and make a victim feel nated. A spellman actually currently has a housing crisis because they accepted too many students. So what is the ideal, what students want when it comes to justice? And why won't the universities listen?
