Was there ever a calculation of how much income there would be from these payments in this five-year period? How much is going to be lost to the government's books or at least to the climate fund that funds these things? That was a very good question. I'd be surprised if they'd banked it too far into the future in terms of budgets. Treasury was actually quite concerned about the government's plan, saying that they were worried that the payments were too generous and what was supposed to be a revenue neutral scheme essentially would turn into a liability for the government. It doesn't change the spending dynamics all that much for the government, but maybe it does take a bit of cash out
