The federal funding stream for foster care is providing the potential for funding to be made available before removal. But what you see through these contracts, so if you go back again to the juvenile courts of Ohio and I'm not seen in multiple places as well - they label children as a foster care candidate at constant risk of removal. If the child is processed as that foster care candidate continuously, then the institution, the courts, or the probation departments can pull in more revenue.
