SWIFT is nominally a European organization, but in fact has a lot of influence from the United States. Europe's path forward would be to impose a much clearer and more substantial mandate upon SWIFT. But that involves creating a much, heavier institutional power of vernalia at the EU level - which will be problematic for some member states.
