Most of the european institutions as dumnic said are actually extensions of these national governments that basically get together in these intergovernmental arenas to impose policy packages which they would find very difficult to sell and implement at home. Politicians have ever weaker roots and ties with civil society and parties are deeply disconnected from their respective populations this means there is a kind of multiplier effect once they move to theeuropean level where they govern without any clear mandate.
