Is There a Centralizing Force in Science Grants?

I think a lot of it is just centralization. In most sciences, there's an enormous desire on the part of institutions to receive grants. I noticed in Australia that physicists were all clustered around a few fashionable topics for which they could get large grants. The mathematicians would all complain that there was no money available to do anything,. But they were vastly more spread out. There's just a terrible centralizing force.
