Fish's Main Modus Operandi in His Killings
Frances' body was found in the local woods, concealed under branches and leaves. Frances had undigested raisins in a stomach and detectives believed that his kidnapper must have used these as a treat to gain Frances' trust and lure him away from his friends. Fish's hunting ground for his victims were low-income neighborhoods like Port Richmond and Staten Island. According to Fish, if a child went missing from these places, not much of a fuss was made over them. This could be why most of Fish's victims were unknown as he was preying on the most vulnerable children.
