The decision was taken at Tehran and it's true that Roosevelt sort of came up with the idea. By asking for a demanding unconditional surrender in a way, it just made it very, very clear that the Germans had to be completely defeated. And I think if you were to talk to a German today, many of them see that as a pivotal moment because it sets the foundation for modern Germany.
