Hemlock's Refusal to Play Ball With the Good Doctor

Hemlock will present his plans for the Clone Troopers at this summit. I think it'll be next week. He's far more interesting than Rampart ever was, but he never really had much going on. Maybe could bring back Dr. Vindy maybe for some of these clone experiments. It'd be like that Disney hotel where everything is in universe.
