A Long Term Evil Empire

I find it boring when an empire has like 20 things going on that are better than everyone else and they're just so amazing. So if you want a long-term and part, even short-term one to explain it, you can find out one thing that they're good at that their neighbors aren't. And then that's where the flaws is that it means they've probably had some sort of flying their leadership being dumb and getting too hot.
