Bodar thinks that in certain regimes, like the Ottoman Sultanate, all the people are slaves to the ruler. He says this is not really a state or commonwealth, it's just despotism. A rightful sovereign's commands ought to be obeyed by their subjects rather than because of what he might do to them if they refuse. Bodan does not even allow magistrates to resign as an act of conscience rather than carry out their orders.
