Pastoral Leadership in the Budget Process

God has given every church spiritual leadership, which is its elders. Paul said to Titus that the church planning was not complete until they had elders right in those churches. There's a pastoral judgment needs to go into setting that income estimate. The pastors of the elders must determine if the high level allocations in the budget are right.
