Xi Jinping's Comment on the US's External Environment

The trigger was the devaluation in capital outflows in the stock market meltdown of 2015 through early 2016. That was something that Xi was probably not paying as close attention to until it happened. I think if you remove United States from this equation, you're still going to see China seeing its external environment at the margin worse.
