In the 1920s, there were several hundred banks that had runs every year for almost the entire decade. The problem is if suddenly more than 25% want to get their cash back, well, now they have a problem. As soon as some folks think that others might be pulling money out, then everyone rushes to be the first money out the door. That's what triggers a classic run on the bank.
