Some hacking techniques are known to the public and easier to get approval for. But some exploits are expensive and top secret. These are harder to get approval, because if you get caught, the enemy could learn how to use your exploit. If you're caught using an exploit that nobody in the world knows about, it narrows down who could possibly have an exploit like that.
