Diplomatic Immunity

There's a run on diplomatic immunity after the first two World Wars. It doesn't take weeks to get back to your homeland and along bandit-ridden caravan lines. A lot of people have it. And the immunity is way more sweeping and broad than is necessary. There's this third principle that's part of the UN convention from 1961, called functional necessity. That's just you're gone and never coming back.
