The Battle of the Britons
The britons were defeated in a battle against the Romans. Caesar was angry that they had imprisoned his envoy and declared war upon him. The british ambassadors responded that this wasn't their fault at all, and it definitely wasn't the fault of their chiefs. And blaming the powerless for the poor decisions made by their leaders was as common back then as it is to day.
