The Importance of Comments to Comments
Comments to comments should only exist when they're necessary. They should never explain what or how that should be obvious from reading the code. If you are down for some linear algebra in base, base notation with NumPy, that's going to be fast. pandas is full of stuff like that; sometimes it's not intended to be used the way that people use it.
