Is There a Political Structure in China?

There is a lenenist party structure, which is hierarchical, top down. The party is from the state, of course. Shejin pink is the general secretary who now commands most of the power. He's taken far more power in his own hands through mechanism called central leading groups. And one sees a sort of captured policy making through these groups. But this process is not necessarily transparent and public by any means.
