The Shifting Effect of Affirmative Action

In souls chapter six he talks about this shifting effect and he talks about it on the way up. Everything I'm going to be saying is sort of backwards from that. And so we actually don't see very substantial changes in net undergraduate enrollment among Black and Hispanic students when affirmative action ended. Instead, you just have this cascade to less selective schools and growth in Black and Hispanic enrollments at places like community colleges and these non-selective CSU campuses.
